The present document specifies general policy requirements relating to Trust Service Providers (TSPs) that are 
independent of the type of TSP. It defines policy requirements on the operation and management practices of TSPs. 
Other specifications refine and extend these requirements as applicable to particular forms of TSP. The present 
document does not specify how the requirements identified can be assessed by an independent party, including 
requirements for information to be made available to such independent assessors, or requirements on such assessors. 
The present document aims to support the requirements on NIS2 Directive [i.13] and addresses the general requirements 
for security management and cybersecurity of trust services (qualified and non-qualified).

The present document describes the high-level System Architecture for the Future Railway Mobile Communications 
System (FRMCS). The interaction between FRMCS domains, high-level procedures, deployment scenarios and IP 
addressing/routing are also outlined. 

The present document specifies the FRMCS Transport Stratum for the Future Railway Mobile Communications System 
(FRMCS). In general, the FRMCS Transport Stratum provides data connectivity and the related services. 
The present document covers: 
• 3GPP terrestrial access. 
• Transport stratum interconnection scenarios in all aspects. 
• 3GPP access sharing, mobility within transport stratum. 
• QoS and policy control. 
• Authentication and authorization for the use of the transport stratum. 
• Transport stratum common features. 

The present document specifies the interfaces of the On-Board FRMCS enabling either interaction with On-Board 
applications or with FRMCS entities outside the train. The present document also specifies the On-Board Multipath 
Function and a set of procedures the On-Board FRMCS will need to conform to. 

This document provides guidance to contracting authorities on how to determine contract award criteria 
to meet the accessibility requirements of Directive (EU) 2019/882 (European Accessibility Act, EAA) and 
Directive (EU) 2016/2102 (Web Accessibility Directive, WAD); and on how to verify the conformance of 
publicly procured ICT products and services with these requirements. The present document describes 
how the accessibility requirements for the ICT should be specified, documented and assessed in the frame 
of the procurement process, under the EU public procurement directives1. The different mechanisms for 
conformity assessment with the applicable accessibility requirements are explained. It discusses how 
these mechanisms can be applied both in the pre-procurement research phase and when awarding a 
contract, as well as part of contract management in the post-award stage.
This document also provides a useful guidance for bidders who prepare an offer for public procurement 
of ICT products and services, and others aiming to procure accessible ICT.
Aspects that do not deal with accessibility in ICT procurement in Europe are outside the scope of this document.
